Anyone who owns a home should keep an eye on all of their main utility equipment and appliances.  Electrical utilities are especially important, due to the threat of electrical fires. In this particular case, this is where the main power enters the house in an underground electrical service.  The main electrical lines come in from underground via PVC or metal based piping.  After the house is built, settlement of the ground will occur in the earth around the home.  This will cause the wires and pipe to pull down against the main electrical meter box.  When the meter box pulls off of the house, in this case, that is the first sign.  If this is not fixed, eventually the wires can be pulled out of their terminals, arc against them and can cause a house fire.  As soon as something like this is noticed, you should have it fixed immediately.
